В Windows 8.1 для быстрого доступа к панели Параметры ПК имеется возможность закрепления её плитки на начальном экране, но если вы часто изменяете какой-нибудь один параметр, удобнее создать ярлык для него напрямую, а затем сохранить его на рабочем столе, закрепить на панели задач или на начальном экране.

Ссылки на все элементы экрана изменения параметров компьютера и классической панели управления находятся в папке:

C:\Users\имя_пользователя\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy
\LocalState\Indexed\Settings\ru-RU

Элементы классической панели управления отмечены словом Classic в названии, все остальные относятся к элементам экрана изменения параметров компьютера Параметры ПК нового интерфейса.

Для того чтобы найти, к примеру, ссылку на раздел Язык и регион, достаточно просто ввести этот запрос в строке поиска Проводника на русском языке. Сделав двойной щелчок левой кнопкой мыши по найденной ссылке, можно перейти в соответствующий раздел настроек панели.

Для ссылки можно создать ярлык любым удобным способом (щелкните правой кнопкой мыши по ссылке и в контекстном меню выберите Отправить → Рабочий стол (создать ярлык).

Закрепить созданный ярлык на панели задач или начальном экране не получится. Чтобы такая возможность появилась, нажмите на созданный ярлык правой кнопкой мыши и в контекстном меню выберите Свойства

Перейдите на вкладку Ярлык, и в строке Объект: введите explorer и далее уже путь к ссылке через пробел.

Там же в свойствах ярлыка ему можно подобрать подходящую иконку нажав кнопку Сменить значок..., например из файлов twinui.dll, imageres.dll, shell32.dll, находящихся в папке C:\Windows\System32, выбрав нужную иконку нажмите кнопку OK.

Также вы можете переименовать созданный ярлык в его свойствах на вкладке Общие.

Чтобы закрепить созданный ярлык на начальном экране или панели задач нужно щелкнуть по нему правой кнопкой мыши (долгий тап на сенсорных экранах) и в контекстном меню выбрать один из одноимённых пунктов.
